Project: Design-Build Coast Guard Operations Center, Isla Saona, Dominican Republic

Project Type: Design-Build

Client: NAVFAC Southeast

This was a design-build project to construct a new Coast Guard Operations Center ready for use in the Dominican Republic; this facility replaced the existing Coast Guard base. The engineering documents for civil, structural, HVAC, plumbing, and electrical elements incorporated the site-specific requirements of this project. All work was accomplished in accordance with applicable regulations and guidelines, permits, licenses, and clearances consistent with work being performed for the U.S. Government in a foreign country. The challenges on this project included: the Dominican Republic being an OCONUS Spanish-speaking country, Isla Saona being an environmentally-protected remote island with no existing utilities, a location that required a barge landing craft to deliver all materials, more than 300 cubic yards of concrete mixed and placed by hand, and all water produced on-site via generator and reverse osmosis desalination plant.

Customer Feedback:  "Contractor was able to instill U.S. and Navy quality standards into DR subcontractors. Limited resources and remote location, yet exceptional quality. Contractor completed project before CCD and was able to overcome many obstacles. All materials shipped to the island. Contractor fostered and maintained excellent working relationship with NAVFAC, U.S. Embassy, and DR Navy personnel. Staff was very knowledgeable about project, quality standards, and government contracting."
